Meta, Google, and Qualcomm Collaborate To Promote Digital Openness
The coalition will support cross-industry collaboration, interoperable systems, connectivity, and more.
- Meta, Google, and other tech companies have entered a collaborative effort to drive thought leadership in digital openness in accordance with the Digital Markets Act.
- The partnership called the Coalition for Open Digital Ecosystems (CODE), will work with businesses, policymakers, and academics to drive platform and system interoperability and communications.
A coalition of leading tech companies, including Google, Meta, Qualcomm, and seven others, joined hands in response to the new EU tech regulations associated with the Digital Markets Act (DMA) and Digital Services Act (DSA). The Coalition for Open Digital Ecosystems (CODE) group aims to support and promote open systems and platforms in Europe.
CODE is expected to work with businesses, academics, and policymakers in the region to drive open digital systems. The group will likely influence legislation in the EU going forward. The coalition will work on how the DMA will be implemented and how the EU regulatory framework will evolve in the coming months and years.
The Digital Markets Act implemented in November 2022 has made it mandatory for tech giants designated as gatekeepers to allow third-party interoperability in addition to promoting and completing contracts outside their respective platforms.

Other group members include Chinese smart device manufacturer Honor, Norwegian tech firm Opera, Lenovo, Motorola, electronics manufacturer Nothing, French AR startup Lynx, and Wire, a German messaging service provider. The group hopes to work collectively toward shaping the digital landscape of Europe in terms of innovation and competitiveness.
As the tech industry continues to change rapidly with innovations such as generative AI, such collaborations are likely to gain importance in how regulations are framed, and it will be crucial for countries to balance the need for a healthy market with that of industry leaders.
