The GitHub page for fleet describes it as a “distributed init system” that operates across a cluster of machines instead of on a single machine. Obviously, you’d want to make sure that you have the correct IP address (can be any node in the etcd cluster) and port (4001 is the default, I believe). An Overview of Fleet.
