Of course, the question is raised in an attempt to determine whether or not an identity system based on a permissioned ledger can make a legitimate claim that it's self-sovereign. Sovrin is based on a permissioned distributed ledger. Permissioned means that there are known validators that achieve consensus on the distributed ledger. Because the Alpha Network is for conducting tests, we anticipate that the genesis blocks on the ledger will be reset once the testing is complete.

This means that anyone can use the Sovrin ledger, but consensus is achieved by a known set of validator nodes. The Sovrin blockchain is a good example.
