Cross Region Read Replicas are available for MySQL 5.6

This is very much analogous to how OS virtualization componentizes and abstracts OS and application software stacks. You should think of IOV using the following analogy: The way in which the hypervisor abstracts software in the application domain, IOV abstracts IO and networking in the infrastructure domain.
