Routers by default will hand out their own IP as the DNS Server and proxy DNS out to the WAN configured (usually DHCP but sometimes services like OpenDNS) DNS servers. This is nothing to do with SBS, the standard server DNS server will obtain forwarders on install and not update them in the event that the server is moved to a new subnet.
